Travel Safety Advice for Reducing Vulnerability During Elections

2024 has already been host to a plurality of elections, dubbed by many as the ultimate election year.

To date, there have already been several high-profile elections, including but not limited to India, Iran, Russia, and Taiwan, all of which exemplify the significance not only regionally but globally. Before the conclusion of 2024, other significant election cycles will be held across the globe. Arguably, the most significant remaining election cycle is that of the United States (U.S.). The immense global attention and the outcome of this election is expected to structure domestic and global policy for years to come.

Undertaking travel during any high-profile event can present elevated risks to travelers—and traveling during election cycles is no different. To help travelers prepare, On Call’s Global Security Team shares important travel safety planning advice and crisis response strategies for those visiting countries holding elections.

Pre-departure:

    • Before traveling, research the political situation and the electoral process of the destination country. Check the websites of the U.S. Department of State, the United Nations (UN), and other reputable sources for information on the level of risk, the dates and locations of the elections, and the main parties and candidates involved.

    • Register with the U.S. Embassy or Consulate in the destination country and enroll in the Smart Traveler Enrollment Program (STEP) to receive alerts and updates on the security situation. Also, keep the contact information of the nearest U.S. Embassy or Consulate on hand in case of emergency.

    • Ensure emergency contacts are in your phone to have them readily available, this could include but not be limited to, local contacts, your travel assistance provider, hotel, diplomatic mission, and local emergency services.

    • Prepare a contingency plan and an emergency kit in case you need to evacuate or seek medical assistance. The emergency kit should include copies of your travel documents, cash, medications, water, food, and other essentials.

During Travel:

    • Avoid areas that are known to be hotspots of political violence or have a history of electoral violence. If possible, stay in a safe and secure location during the election period and avoid unnecessary movements.

    • Monitor travel advisories from government authorities and credible local media sources to keep abreast of any planned demonstrations. Avoid the vicinity of any scheduled demonstrations. If caught up in a protest, leave the scene immediately.

    • Avoid participating in or getting close to any political rallies, demonstrations, or gatherings, as they may turn violent or be targeted by security forces or armed groups. If you encounter a protest, remain calm and leave the area as soon as possible.

    • Follow the instructions and advice of local authorities and security personnel. Respect the curfews, roadblocks, checkpoints, and other security measures that may be imposed during the election period.

    • Monitor the credible local media and social media sources for news and updates on the political situation and the election results. Be aware of the possibility of misinformation, propaganda, and incitement of violence by some actors.

    • Keep your communication devices charged and have a backup plan in case of power outages or network disruptions. Stay in touch with your family, friends, and travel companions, and let them know your whereabouts and plans.

In the event of unrest:

    • Do not participate in political rallies or protests. Understand it is often illegal for foreigners to participate in protests and such action can be grounds for deportation.

    • Monitor and heed all orders issued by authorities. Be prepared to be treated firmly by authorities. Carry identification to ease any potential confusions or further detention by interactions with the authorities.

    • Be aware of potential disruptions along transit points including airports and major highways due to unrest.

    • Do not attempt to navigate around roadblocks set up by either protesters or authorities as this could instigate a violent response.

    • Keep electronic devices fully charged whenever possible.

    • Ensure windows and doors remain closed and secure to avoid any projectiles and/or tear gas.

    • Consider events which could instigate intensified protests and worsening conditions. Examples could include arrest of protest leaders, a breakdown of negotiations, or deadly force inflicted on protesters by police
