Background: On February 22-23, a military operation targeting the Jalisco New Generation Cartel (JNG) resulted in the deaths of several cartel members, including the cartel’s leader, Nemesio “El Mencho” Oseguera. In retaliation, the cartel launched a widespread and coordinated campaign of violence, establishing roadblocks, burning vehicles, and conducting arson attacks on establishments and public service buildings. In response to the scale and intensity of the unrest, authorities in Jalisco State declared a “Code Red” state of emergency. The violence was most pronounced in Jalisco State, with major cities including Puerto Vallarta, Guadalajara, Zapopan, and Tapalpa seeing higher levels of violence.
As of February 24, Code Red has been lifted and mobility restrictions have been removed, with transportation services and commercial activity resuming across the state. Government security forces remain deployed to reinforce previously affected cities, clear residual roadblocks, and secure key transportation routes. Diplomatic missions in Mexico, including those of the United States, Canada, India, and Australia, have previously issued security warnings and advisories urging their citizens to shelter in place and minimize movement. While conditions continue to stabilize and normal activity is returning, security operations remain in place, and travelers are advised to remain attentive to local guidance.
Standing Advice: Air Travel: Commercial air operations have resumed at regional airports, including Puerto Vallarta and Guadalajara. Travelers should anticipate residual delays or schedule adjustments as airlines normalize operations following earlier disruptions.
Land Travel: Avoid all land travel in Jalisco until security measures are lifted by authorities. Travelers are encouraged to use hotel or resort shuttles, rideshare services, or registered taxis, which are generally more secure. Travelers are advised to use primary highways, avoid isolated routes, travel in daylight only, and remain alert for localized security activity.
Communications: Mobile and internet outages may occur. Travelers should carry analog backup options (paper maps, local contact numbers, etc.).
Diplomatic Missions:Remain in contact with relevant diplomatic missions and continue monitoring official guidance for updates.
Monitoring: Maintain situational awareness through trusted sources. Continue to heed all advice from local authorities.
